(1 sep 09) One quite profound and disturbing point not discussed in the media about the idea of on-the-spot fines for careless driving is that the Magistrate’s Association – a substantial part of the judicial system – objects to it not because of its innate fatuity, which is considerable, but because the Police - their partners in the judicial system – would abuse it.  If that is the voice of experience, then it is speaking volumes indeed.
